Lionel C & O Empire Builder Set - Engine Whistle Volume?

I recently purchased the Lionel C & O Empire Builder Set. The engine runs and sound great except for the whistle volume which seems to be not loud enough. I have read the engine manual and there does not appear to be any adjustments for the whistle itself. Anyone else have this problem? Any suggestions?

I just looked up the set and boy does it look nice! Anyways, with my two MTH engines you can only adjust the sound overall and not each thing specifically... I would assume that it is the same with Lionel, but I can not say that for sure as I do not own one...

Check the battery.
The red wire goes to the center rail?

With a little reading I found this:

Legacy regulates the sound all you have to do is adjust it to your liking.

Hey figured it out. Had to tell legacy it was a legacy engine. Nice whistle sound now. :D :D Now I suppose I should upload the orange coloured module that came with the engine? No reference to it anywhere? :?
