TJ...now that I have break until September, I may something productive accomplished. The following may be viewed as not productive.
Yesterday, there was an issue on the site, that contained a photograph that had been changed by another member and re-posted, all done in good faith, but without the knowledge of the photographer. This can generate a negative position for the site. This as brought to mind a previous life activity at involved the establishment of a company policy and guidelines for use of internet material generated by other. This included “copyright material” and intellectual property. Bottom line is that we did what so many others have done is state that if your are going to place material on the company's internal site, you will need to post the link rather than the actual material. If the picture being posted does not contain a copyright notice it could still be protected under the intellectual property provisions.
When I became involved in model railroading, I was told about a fellow that was posting railroad pictures, that contained the copyright notice. Another fellow was downloading the picture of buildings models that had been produced for sale, preparing working drawings for folks to use to build the model, and posting this on a site. It is my understanding, that I both cases someone raised the alarm and one site was told they were going to be sued. So, I did a little query of what folks, that ran sites were doing to protect them selves from frivolous lawsuits and I found that many sites require that a link be provided if the picture was not taken by the person doing the posting. The legal folks at Microsoft were very generous in helping me understand the best action to be taken....post a link if you did not take the picture. Sure, someone can post a picture and say they took it, but you do not have the time or resources to determine the strength of that. Best practice is to verbalize a position regarding picture posting that states that if you took the picture it is okay to post, if not provide only a link.
I would further suggest, for your consideration, that the changing of one's pictures, by another, but subject to prior approval.
