Enough power to run an 00 guage layout

Hey there peeps.
I am new here and new to the whole concept of 00 guage train systems. I usually only play with N scale trains running on a 12v 1.5A power source. I am starting out backwards on my 00 guage adventures as I have bought an 00 guage flying Scotsman before sorting out a suitable power source. What I would like to know, is 12v 1.5A even enough to run the engine? (If not what Ampage out put do I need) when I apply power to a piece of test track that I have set up you can only hear a very faint buzz. But only if your ear is right down next to the engine. So from what I can gather it means the train is receiving power, but it's not nearly high enough in Ampage to move the loco. Would I be right there? I'm super excited to get this train going but as you can see that's not yet happening. Oh I should also mention there is no big ding in the loco. All parts are free flowing.

OO and N can run from the same power packs so should be plenty for your loco.
