If it runs cool, go with it. When I first saw it posted I guessed the handle was off center on the transformer. I don't know if that is possible with your transformer. I doubt it.

Maybe in it's past it did overheat and windings were burnt and removed. My theory is that what caused the voltage change.

I tried to rewind an armature once. It takes practice.

On the train tender sight you can view pictures that help.

The part numbers are 259# or 100# for the boards with finger contacts. They come prewired or not.
