027 switch track issues

I have a lionel o27 right hand switch track, when installed with no track connected to the switch off and track connected to the straight part of the switch, pin in top right rail my 2-8-4 berkshire shorts out and trips transformer going across switch track, switch track also just sits and buzzes when engine is on it. I'm not trying to use the electric part of switch track at all, it's not hooked up was just going to use manual arm. Anyone have any idea why? Is switch track bad?
