I have two 1689W tenders that are painted in Gunmetal Gray that I want to repaint to gloss black (to go along with some 259 and 259E locomotives). If I remove the trucks' rivets, what is the best way to reattach them? They don't have the usual stud and "C" clips that I have encountered on other pre war rolling stock.

How about just taping them up? Remove the wheels and journals. By twisting the trucks you can spray the frame.

A CP- 58 stud could replace the rivet. It gets riveted to the truck. Or replace the rivet.

To replace rivets, I've used 3 mm x 6 mm black oxide, hex button-head screws with matching nylon insert hex lock-nuts. A couple of bucks each for 50 piece packets on Ali-express.

You'll need to verify screw dimensions needed for you project.
