I checked your picture, and that is the way it's supposed to be..As for the wiring, there should be a plug that goes into the tender.

I think Broke has one of those. Maybe he can help you with the wiring from the tender.
I think the reverse unit is in the boiler so probably only 2 wires from tender.

The one in picture works actually both do one in picture does not have reverse unit it has a switch in back of boiler. Thankyou for your help.

Both flyernut and mopac are correct. A two step reverse unit in the boiler and two pronged plug to the tender. Replacement plugs are available from TrainTender (with wire leads) or Portline (plug and push in prongs only). Wiring diagram is here. Barry
