Why is this tongue so short? Even if the engine part is long, its hard to get in.

The previous owner may have wanted it closer. Trucks get banged around over time so it worth a close look to see that nothing was knock out of alignment. Just bend it forward. The angles are probably square just adjust them more.

Cant bend it. Its original configuration, would hit tender shell.

You don't have to move it much.
