This was in the box of train stuff I got locally..

no clue what it is and google wasnt helpful. cords are old like the train stuff that was in the box...

That is 'starting' capacitor for an AC electric motor
such as used on pumps, heavy machines and the like.
Some need the extra kick from the current stored
in the cap. My heat pump has a 'similar' device
that it needs especially in very cold weather.

I doubt that you would find it useful around a layout.
You might clip the wires and use it for a propane
tank in your scenery.
