I’m building my first Z scale layout, and putting in a river. Is Mod Podge a suitable product for creating water surface. The depth is 1/4-3/8 inch.
Walmart carries it, so it’s one of the few hobby products I can get in person.

There are LOTS of options. All have their advantages and disadvantages. Commercial water products like from woodland scenics are great, but get pricey if you have a large body of water. Epoxy resin can be more cost effective, but can be hard to work with, some get HOT and I understand some can dissolve foam board. @afboundguy used what was rescission wax beads melted and then poured on. There are many on here that use a method of mod podge and tissue paper.

FWIW the mod podge isn't bad, just slow. Pour a layer and then move on to something ender for a while.

If you want a good option go with Envirotex Lite. It is a two part resin that dries crystal clear and rock hard. Unlike other products - you can pour it reasonably thickly - you can't go over board but can pour it a bit thicker than 1/8" at a time. It can also be tinted with acrylic paint to achieve a water color if you wanted to.

The only thing I will say about "Hobby Specific stuff" is most of it doesn't work all that well, takes for ever to fully cure, is susceptible to cracking and discoloration as well and expensive for what it is.

I have used acrylic heavy gloss gel medium it dries clear and shiny and can be manipulated to make ripples in waves. like Modpodge may take a long time to cure. the good news is you're not limited to how thick you can spread it, in any case it's more like a paste.

I used the toilet paper, white glue/water mix and Mod Podge gloss and I'm very happy with how it turned out. There is a Youtube by Marklin of Sweden on how to do it but a briefly you wet sheets of TP in a 50/50 mix of white glue and water, put it on the layout then use a small paint brush to stiple the paper for waves then let it dry. Then paint it, doesn't have to be blue if it's a river, and when dry add layers of Mod Podge Gloss letting each layer dry. I did the whole process in less than a week, it looks good and is cheap.
