Is it necessary to prep pre-painted brass - in this case the sign boards on crossbucks - before applying a decal? If so, with what? Or, can the decals be applied directly to the painted surface?

"Bare surface"? Since you previously said "pre-painted brass" I'm going to assume that you mean directly over factory paint. If it has a glossy finish, waterslide decals should adhere just fine. If not, hit it with a thin gloss coat layer, then apply the decals, then re-apply a matte finish over that.
