I've installed a Digitrax DZ143 in an Overland Models Gas Turbine locomotive, and am having issues. When I put it on the programming track I can read and write CVs, but when on the test track I get nothing, no lights, no movement. Is it safe to assume that since I can read and write to it that my black and red wires are fine, and that the decoder itself is ok, and my issues are with the grey and orange motor wires and the light board, or should I start all over with a new decoder?

This is an HO model, correct? The decoder is a Z/N scale decoder. It's possible the decoder isn't up to the task.
Did this decoder have a plug to plug it into the board, or was it hardwired in? If the decoder is plugged in backwards the locomotive will run in reverse, but the lights don't work. Double check your wiring.

The DZ143 has a 1 amp ability...so it is
sufficient for a recent model HO loco.

I would check the motor and light board
connections. If there is a capacitor on
that board is should be disconnected.
Did you check to see that the motor and
it's tabs are completely isolated from the
loco's metal frame?

You mention 'programming track' and also
'test' track. Is the 'test track' your actual
main layout track? Use your multimeter
and check to see that the 'test track' is
actually getting the DCC appx. 14 V AC
from your DCC controller.
Does another DCC loco operate on it?
