The red was used to better see any cracks in the undercarriage and wheels. They used this red paint even into Era III and IV on some diesels and electrics of the period. My new Br.151 electric from Era IV has red wheels but are difficult to see because of the large side bolsters of the bogie.

They had to keep the undercarriage clean for this to be effective, but that wasn't always the case. The red faded after awhile too since red is usually the most unstable color for paint, and they were cleaned and repainted periodically.

I really like the red undercarriage and wheels. It sort of breaks up that all-black look and adds a splash of color to an otherwise drab paint job.
