Check the pick-up wheels first. Make sure you have 2 on the same side of the truck, and 2 on the opposite sides of the other truck. Then check the truck rivets and bushings, making sure the rivets are not touching the metal chassis. Let me get a picture for you.

Here's what the tender wheels should look like when they're installed correctly. If you can't get it running correctly send me the tender and I'll repair it at no charge, just pay for shipping both ways. This should be a easy fix.

Sounds like all the problems you are having are in the tender. To quickly eliminate the tracks and engine, simply grab a piece of track, it can be straight or curve, and add your wires from the transformer to the track. Place the tender on the track and add power. See what happens. Also, with the power on, shake the tender slightly and see what happens, quick way to check the tender truck insulating bushings.
