has anyone ever dealt with the dealer "LTI Trains"? I think he is located in Las Vegas.

Denny Todd is is the only one near enough. Id you check his threads he had some trains serviced. He may have mentioned the name. Try to Post him. Id you go to the Lionel site you can get all the dealers in the area.
