Several years ago I had a MTH 30-4106E-1 P&LE 2-8-0 that was Proto 2.

A neighbor just brought over a MTH 30-1111-1 NW 0-8-0 that is Proto 1.

If I remember correctly the smoke unit on the P2 chuffed where the P1 it appears the fan is constantly on.

Is that correct?

That's correct, no chuffing smoke for PS/1.
