Is there a way to change the voltage on the 2 center outputs on the z-4000 transformer? The ones marked 10 and 14 volt accessory outputs.

Depends on the accessories, lights, operating accessories, etc.

And how many of them? Estimate the total load now (and future?).

An easy option would be a separate transformer; preferably one of the Lionel postwar models with higher track voltages. Using the throttle would allow you to control the voltage and lighting brightness. The multi-train transformers would support multiple controllable voltages for different accessory needs. And several basic postwar models can hit 16 V.

They're fairly cheap on the secondary market. If you already have one, you can test first. For the money, a nicely refurbished model would do the job for years to come and cost less than a current commercial product.
