Is there anyone who makes O scale 2 rail locomotives
besides Atlas now days that aren't Brass?

MTH makes a few both diesel and steam. If the part number starts with 22 and ends with 2 its two rail. Small flanges and will run with DCC.

I believe most (if not all) MTH Proto 3 locomotives with hi rail wheels can easily be converted to two rail scale wheels. Proto 3 locomotives can be converted from DCS to DCC with just the flip of a switch.

3rd Rail makes lots of beautiful plastic diesels in 2 rail that are not brass

Some, not most and definitely not all PS3 locos can be converted to 2 rail with the 3/2 truck.

LenzO makes many locomotives in 1/48 DC two-rail. Steam, Diesel, and electric are all available. They started in DCC components and have expanded into highly detailed O scale DC. $$$$

There are a whole bunch of locos with labels on them and catalog listings stating they are convertible but they arent. Whoever did the cutting and pasting didnt check their work. A good indicator of the 3/2 convertible truck will be that the loco is available in 2 rail as well
