Over the weekend, I was in Granby, CO. UP's line goes right alongside the south side of town for a few miles. While I was there, an eastbound coal train came to a stop right next to a convenience store. I watched the engineer get out of the cab and walk into the store. I have no idea of he just needed the facilities or wanted a soda or what.

Anyway, my question is, can an engineer just stop a train for something like this or would this have been part of stop ordered by the dispatcher?

The train that passes thru Wausaukee, WI stops at the Ice Cream Station every day when it is hot out. One of the crew gets out, picks up some cones and gets back in the engine. They blow the horn and away they go. The tail end of the trains usually blocks one of the cross roads while this is happening.
