I have the old style Polar Express with the non-snow roofs and was considering trying to add that effect. Over the years I have added the lighted fire box, the drum head and redid the hobo car to make that look much better last year by adding real wood and a flickering red and amber Leds. How about the roofs? No info on this I can find anywhere. I am sure it has to have been done. Paint? Something glued maybe. Any help would be apparated.

You might try that canned "snow" that's used on Christmas trees. Not as permanent as paint but may have a better look. Practice on scrap ...
There's a group on FB, and one person has a lot of snow effects. Maybe reach out to her and see what she does.

Tamiya paints have a bottle called "flat base" that goes on clear, but dries to a perfect "frost" effect.

For a large drift of snow I pout some hot glue down, let it cool then paint it with white acrylic paint. Best part is you can remove it later with no damage.
