with wiring all per what the diagram says, what would cause a train to stop at 2 insulators while the currents of travel/direction are both facing in towards the insulators?

Something is wrong. You might have a reverse loop. When a train enters, the track polarity must be switched for the train to exit. Why are the insulators there? You need a double throw double switch toggle to correct. Without seeing I guess on the reason. Just due to lack of pertinent info. But you know the problem and I have told you how to fix it.
