T's right. I'd start with a Dremel and polishing wheel with nothing else first---since the original paint is adhesed well to the shell and the red is just paint-to-paint, the red may just flake off or crumble. Spinning it with just the buffing wheel may gently grind it away and only polish the black paint beneath it. If the red won't budge, I'd graduate up to the wheel with some rouge (red buffing compound). It's meant to polish and remove very fine scratches, so it may do the trick.
