So my 685 shell has like a 1/4 inch red paint mark on it... Is there any way to remove it without damaging the black paint underneath?

Rubbing compound or polishing compound or scotchbrite. You may take all the paint off.The black paint is very thin.

T's right. I'd start with a Dremel and polishing wheel with nothing else first---since the original paint is adhesed well to the shell and the red is just paint-to-paint, the red may just flake off or crumble. Spinning it with just the buffing wheel may gently grind it away and only polish the black paint beneath it. If the red won't budge, I'd graduate up to the wheel with some rouge (red buffing compound). It's meant to polish and remove very fine scratches, so it may do the trick.

The thick gob is removed with a putty or exacto knife. Normally I find gobs of glue on rolling stock.
