I was using a Bachmann set transformer with a max of 17 volts. Now that I have a n MRC Tech 4 260 with a max of 23 volts some of the locos seem to love the extra volts and others are very fast. I am new to the hobby and really need to know if I will damage anything with the 260?

More important than volts are how many amps it puts out. The MRC Tech 4 will not put out more than the locomotives can handel. If that model has an option for HO/N and G make sure it is set to HO/N. Another differences between the two is how clean the power being delivered is. The cleaner the smoother and better low power control.
