I have a GP38-2 and everytime i go above a certain speed it makes a weird noise. it also seems kinda slow. It is a brand new train and i want to get it fixed asap.

If its overall slower than any other loco you might have, then I'd say the motor is going bad. I've got one sitting on my work bench right now waiting for a new motor for the same reason. Kinda slow, noisy and it started burning through decoders. Put a temp motor in, applied voltage and it ran just fine. I know yours is new, but that doesnt mean it couldnt have a lemon motor in it from the factory. Just sayin
