I made one from a battery terminal puller. I turned down the center pin so it would push on the axle not the wheel and ground down the fingers a little to fit under the wheels better.
The bigger issue is pushing the wheels back onto the axles so they are quartered correctly. I found out a fixture is extremely helpful.
As I remember. Ben from Benz Trains, a few years ago, posted a couple of his UT Videos where he modified a plumber's tool to work as a wheel puller. MTF link is shown below.
Hey Hey ennisdavis that is the very plumbing tool (puller) that Ben used in his UT Videos. Looks like we have a winner for sure. A good bit less expensive wheel puller than the TIMCO puller shown in GRJ picture. I saw one at Menards that was on the clearance rack for $5.99. I would have bought it but I already have one stashed in with my toy train tools.
