I have an area that measures 20" by 12 foot. I need to lay a winding track to elevate up a 4 foot height in that area. Is this possible?

Maybe, you will need to build one big helix though... I am no expert in designing them, but from looking online it seems like you will need more than 20" of space...

not possible without changing the trains direction... if you had a straight track with a switch in the middle of it, you could run it the length until it is past the switch, then switch the switch and put the train in reverse and repeat until you hit 4 feet.

in other words, no, not really.
